Getting Started in eUST
Register your business or service company and create an account to use eUST.
UST Overview Video Introduction to the UST Program's Online Application Filing System

Welcome to eUST! If you are a registered user and this is your first time logging in, we recommend that
you take a look at the tutorial videos once inside. These are located under the "Help Videos" tab:
  • "SuperUser Admin Functions" will guide you through how to update your organization's profile,
    create new users, and assign rights to an Authorized User.
  • "Reimbursement Applications" will walk you through preparing an Application for
    Reimbursement
  • "COC Applications" will guide you through completing a Certificate Of Compliance (COC) or a
    COC Renewal Application

with instructions on becoming an eUST user.

NOTE: The UST information contained in eUST has been updated from the MassDEP DMS database as of 3/30/2023. If you have made changes in the DMS Database since the last update, you may not be able to proceed with certain applications. if you have any questions, please contact the UST Program at 617-626-2600.

New Policy Regarding
Posted: 3/30/2023

On March 30, 2023 the UST Board delegated authority to the UST Program to waive the claim-related 365-day filing deadline for a period not to exceed one year beyond the filing deadline, and for reasonable cause, as determined by the UST Program. In cases where costs submitted for reimbursement are late, the claimant must include an explanation for the lateness with the claim submission. Note that this is not an automatic waiver process, but rather the reasonableness of the explanation will be considered on its own merits for each claim submission. This new policy may allow claims to be processed without having to proceed through the typical appeals process of Reconsideration and Conferences. 


Availability of UST Program Staff

As with many businesses and government agencies across the state and nation, DOR's UST Program Staff have moved to a remote/hybrid work model. All UST Program Staff are still available using traditional telephone and email methods. 

The UST Program fax number (617-626-3121) is linked to a general UST Program email account; however, we
strongly recommend that if you need to send a document to a specific UST Program Staff member, that you email them directly or if the document is related to a Certificate of Compliance, Application for Eligibility, or Claim Application, that you upload the document through eUST.

As a reminder, the DOR mail room is only open to receive courier packages (FedEx, UPS, etc.) on Wednesday and Friday from 9:00AM to 3:00PM
 Also, note that DOR UST Program Staff may not be physically present in the office to review or process any mailed or couriered packages. 



Revised Fee Schedule effective March 1, 2023

Revisions to the Appendix 3 Reimbursement  Fee Schedule will become effective for work performed on or after March 1, 2023.  You are reminded that a single claim cannot be filed for work that spans two Fee Schedules.  Those costs will have to be filed as separate claims. As an example, for a drilling event that starts on Monday February 27th and ends on Friday March 3rd, a separate claim will have to be filed for the February 27-28 costs and another for the March 1-3 costs. Please contact the UST Program if you have any questions.


Acceptable e-signatures

DOR has issued a written directive for acceptable forms of electronic signatures.  In general, DOR needs to verify that a document being sent electronically is coming directly from the signee of the document.  The policy can be found on the UST Claims, Updates, Reports, Regulations and Policies webpage. Please contact someone on the UST Program Staff if you have questions or need further assistance.

The Board Vote Results and Monthly Updates reports can now be viewed in eUST. Log into your eUST Homepage and under the box for To Do for your Companyclick on the link “ Search Board Vote Reports”.
